Technically, the term "full moon" means the satellite of whatever body you are standing on is illuminated completely on the side that faces you.

If you're standing on the moon, there's no such thing as a "full moon." You could be standing on any portion of the moon at any time (assuming it's been fully inhabited). The reason the moon takes roughly a month to complete the transition between its phases is because a lunar day is roughly 1 Earth month.

This also means that from the perspective of the moon, the Earth goes through exactly the same phases. If you were standing on the side of the moon that always faces the earth, then every time an Earth person saw a "new moon" (meaning no moon at all, because the Earth-facing side is in night), the Earth would be "full." So once a month, from the perspective of the side of the moon that always faces Earth, the Earth would be full.

If you were standing on the side of the moon that faces away from the Earth, you would never see it at all.

So considering that DBZ is a fantasy, and the term "full moon" is a relative one, be glad that you can transform into Oozaru at all there.

Vegeta actually explains how saiyans go oozaru when he fights Goku for the first time. It is something call brunts waves or something, but it is the sunlight reflected off the moon. Therefore if you are on the moon and the sun is out then all the light that bounces off the ground would be "Full Moon" light... but for the sake of this game I understand just using the earth as the moon's moon...

DBZ is obviously not based off of real science because only a small amount of light is reflected off the moon actually makes it to earth, but if you were on the moon the light "bouncing" off the ground would be immense... but the light doesn't really change when it bounces off the moon, so sun light should cause saiyans to go oozaru too...

I was just making a joke more than anything though because it sounds funny to think that the light of the moon makes saiyans go oozaru and on the moon all light is basically reflected and becomes moon light...
