Weighted Clothing Penalties

From now on, while you're wearing weighted clothing, you will have a penalty to dodge and your opponent will have a bonus to their dodge equal to the percent bonus the weighted clothing gives.

I'm assuming we have the option at the start of battle to declare if we use our weighted clothing or not? Or will that take a turn up to remove the clothing?

It would take up a turn, unless you did it before entering the fight.
