Its not in any special way, a sig is just a picture, usually bar-shaped and with one or two pictures and the person's name/slogan/motto/etc. You could make one with paint, flash, photoshop, whatever. Personally when I make sigs I just do it in Paint, but I use Flash when I want to mess with alpha or add a tint.
